Policy Advice


Policies to address climate change and energy use span a multitude of sectors and stakeholders. Among these, transport is a major and growing emitter of Greenhouse Gases worldwide. Existing mechanisms such as the current form of CDM (Clean Development Mechanism) have so far failed to mobilise the fundamental changes needed to reverse this trend.

Building an international framework

Our in-house experts in policy, economics and climate change are working with a network of institutions worldwide to develop scenarios, strategies and pathways towards a low-carbon transport system. An important aspect of this is the identification of innovative financing mechanisms. We also support low-carbon development in the developing world through policy improvement and guidance, leading to sustainable outcomes that bring economic and social benefits.

Mapping out behavioural and technological change to reduce emissions

Effective policies to address transport emissions must combine behavioural and technological changes. We work at the EU level to explore the behavioural reasons that underpin the demand for passenger and freight transport, and policies that aim to manage them. We are also working with the Korea Transport Institute (KOTI) to map out the technological possibilities for achieving low-carbon transport, as well as their market potential in the next few decades.

Data and evidence informing policy

A robust evidence base and accurate interpretation of data is vital to inform sustainable transport policy. We have long-standing expertise in research and data analysis and recently contributed to the annual European Environmental Agency TERM (Transport and Environment Reporting Mechanism) report, which examines the performance of the transport sector and investigates the potential future greenhouse gas targets for the EU. This included the calculation of a number of key indicators for transport performance.

Engaging with all actors

Effective policies to address climate change must involve all actors, at national and local levels.  The WWF 'One Planet Mobility' was developed with TRL to consider mobility on a commercial, civic and social level. The report introduces a framework for decision-makers at all levels to use to inspire system-wide change towards sustainable personal mobility.
