TRL has worked in South East Asia for many decades and, since 2001, has been an integral part of the South East Asian Community Access Programme (SEACAP), working in association with Intech Associates and in collaboration with the Ministry of Rural Development in the Kingdom of Cambodia and the governments of Vietnam and Laos. |

The projects are funded by the Department for International Development, and also through in-country contributions, and are generally aimed at providing all-weather accessibility and improved trafficability through implementation of innovative techniques and alternative surfacing options.
Of particular note is TRL's involvement in the Rural Road Surfacing Trials (RRST) programme, used to establish a range of sustainable road surfaces that better use local resources, minimising whole-life costs and supporting the Vietnam government's poverty alleviation and road maintenance policies. TRL is also integral to the ongoing delivery of SEACAP 3 (Mainstreaming Road Standards and Specifications), whose objective of contributing to the development of affordable and sustainable rural access is being achieved by mainstreaming appropriate local road standards and specifications into the national road programme.
