TRL and Parsons have completed a project for the Department for Transport to determine the benefits and risks to the UK railways associated with adoption of the European Railway Traffic Management System (ERTMS) Level 3. |

The objective of the commission was to:
- carry out an independent analysis of the potential benefits and risk to UK railways of adopting European Train Control System (ETCS) Levels 3 for train control.
- provide guidance on policies to support the Department for Transport's (DfT) long term strategic plans to develop ERTMS on the UK network.
- identify areas to target technology research and development resources.
The project was undertaken in two phases. Phase I of the project comprised an assessment of ETCS Level 3 as a system and considered:
- alternative architectures
- functional maps
- international experience
- supplier capability
- feasibility of implementation
- costs, risks and benefits for typical routes
Phase I concluded with a Stakeholder Workshop.

Phase II of the project assessed the impacts of ERTMS Level 3, and identified the steps needed to progress towards its implementation. Phase II provided:
- a route map for the UK implementation
- a migration strategy (for selected routes)
- an assessment of the weaknesses and constraints of Level 3
- recommendations for next steps
