Optimum Real-time Co-ordinated Management of Congestion (CoMoCo)


The Traffic Management Act 2004 requires highway authorities to co-ordinate their activities with neighbouring authorities. The CoMoCo task addresses this in relation to the co-ordination of incident and congestion management systems across jurisdictional boundaries, e.g. Highways Agency and local authority. The CoMoCo research project is designed to address the potential problems related to many unco-ordinated, ‘competing' strategic management systems providing conflicting advice and perhaps increasing congestion, but goes far beyond this. The CoMoCo project will provide intelligence and automation to make best use of National Traffic Control Centre (NTCC), regional control centre (RCC) and local highway authority (LHA) network management systems. It provides:

  • predictive management of incident-affected traffic
  • co-ordinated, optimised response across jurisdictional boundaries
  • decision support at tactical, regional and strategic levels.
