DfT looks to minimise roadwork disruption

Councils have been handed new powers to help minimise the effect roadworks have on drivers and other road users.The Department for Transport has given local authorities the ability to impose charges of up to £2,500 per day on utility companies that want to dig up roads during peak times.
Known as lane rental schemes, the aim is to encourage firms to carry out their work faster or at less inconvenient times, as the charges will not be applicable if the maintenance is carried out at off-peak times or at night.
Transport Minister Norman Baker said the government is taking "firm action" to minimise disruption to drivers at peak hours.
"Roadworks-related congestion costs the economy an estimated £4 billion a year," he remarked, adding that while permit schemes have proved successful, it is "sensible" to try further methods.
St Helens Borough Council was granted the ability to issue fines when works over-run last month, as it became the fourth local authority in the country to receive improved permit powers.
