Single set of rules needed for HGV drivers?

A single set of rules on HGV drivers' working time is being called for by one organisation.The Road Haulage Association (RHA) has suggested the Road Transport Directive needs to provide one set of laws for lorry drivers that apply to all countries within the European Union.
RHA Director of Policy Jack Semple said the current system of having two sets of regulations is bizarre.
"It adds further complexity to drivers and vehicle operators have to keep two separate sets of records on working time," he added.
Mr Semple noted the guidelines in place now create a patchwork of half-hearted, reluctant enforcement, which is worsened by the fact one member state is not able to enforce laws on hauliers visiting from another country.
Last month, the UK government announced proposals to bring in a HGV user charge, which industry commentators indicated may mean a tax on foreign lorries.
