TRL’s support for the TfL Bus Safety Programme 

TRL have supported Transport for London (TfL) to develop and implement their Bus Safety Programme since its launch in 2016. To achieve their Vision Zero ambitions, TRL supported TfL adopt Safe Systems approaches for buses across five key themes of safe speeds, safe roads, safe behaviours, safe vehicles and post-collision support and investigation.

TfL’s Vision Zero ambition is to eliminate deaths and serious injuries on London’s roads by 2041 – and for no-one to be killed in, or by, London’s buses by 2030.

Central to this has been the development of TfL’s multi award-winning Bus Safety Standard (BSS), a framework of progressive safety standards designed to make buses safer for all road users and customers. TRL led the research and development of the BSS, collaborating closely with bus manufacturers, operators and TfL to ensure all safety measures were evidence-based, practical and cost-effective.

These world-leading bus safety requirements were first launched in 2018 and progressively implemented in operator route contracts in 2019, 2021 and 2024. TRL have continued to support TfL with their implementation of the BSS, whilst also researching and developing the next iteration of bus safety interventions for 2027 and beyond.

The BSS aims to go beyond current minimum regulatory requirements, with additional bus safety measure requirements aiming to improve safety for specific casualty groups across a range of applications. These applications include:

  • Driver assist: features to support bus drivers with avoiding or mitigating the severity of a collision
  • Partner assist: features to support other road users with avoiding a bus collision
  • Occupant protection: features to reduce the severity of injuries to bus drivers and passengers should a collision occur
  • Partner protection: features to reduce the severity of injuries to other road users should they become involved in a bus collision

TRL’s work has strengthened the credibility of the BSS, ensuring that current bus safety interventions are grounded in robust evidence, are tailored to the operational context of London and are cost-effective. While the BSS has been developed by and for London, its implications extend far beyond the capital. Urban areas around the UK – and indeed globally – face similar challenges: densely populated streets, high volumes of pedestrian and cyclist activity and a commitment to the delivery of safe, sustainable and equitable public transport systems.

The safety technologies and interventions embedded in the BSS are broadly transferable. Moreover, the structured, collaborative approach taken by TfL and TRL offers a replicable model for cities and regions to develop their own bus vehicle specifications – balancing ambition with pragmatism and innovation with cost-effectiveness in diverse situations.

By adopting or adapting elements of the BSS, regions outside London can accelerate their own progress towards reducing the social and economic costs of road trauma, and building public trust in buses as a safe, reliable and equitable mode of transport.

Below is the full list of bus safety measures that TRL have supported TfL develop and implement since 2016 through delivering rigorous research, simulation and field trials. More information on the safety measures currently implemented by TfL may be found published on their bus safety website.

  • Intelligent Speed Assistance (ISA) – Limits buses to the legal speed limit using GPS and onboard telematics data to reduce speeding-related collisions.
  • Advanced Emergency Braking (AEB) – Automatically applies the brakes in a controlled manner when a collision is imminent, reducing collision severity for both passengers and road users.
  • Acoustic Vehicle Alerting Systems (AVAS) – Ensures quiet-running buses (e.g. electric) produce sounds that capture the attention of diverse vulnerable road users to alert them to the bus.
  • Camera Monitoring Systems (Digital Wing Mirrors) – Improves driver vision by reducing blind spots using digital displays and cameras, while also reducing the number of wing mirror strikes.
  • Direct/Indirect Vision Improvements (Driver Blind Spots) – Design changes to improve what drivers can see from the cab, reducing blind spots and improving pedestrian and cyclist safety.
  • Slip Reduction Measures (Anti-Slip Flooring) – Reduces on-board slips, trips and falls through improved flooring materials and layout design.
  • Enhanced Pedestrian Front-End Design (Protective Bus Fronts) – Makes bus fronts more forgiving in the event of a collision with a pedestrian, reducing injury severity.
  • Occupant Protection for Passengers (Safer Interiors) – Evaluating internal features (e.g. seat design, layout, handrail locations) to minimise injuries caused by impacts during sudden braking or collision.
  • Considerate Bus Driver Training (Defensive Driving) – Builds bus driver capabilities across the fleet in considerate driving practices to ensure passengers remain safe while manoeuvring.
  • Fatigue Detection and Management Systems (Driver Drowsiness) – Technology that monitors and alerts bus drivers and operators when signs of driver drowsiness or inattention are detected.
  • Pedal Application Error (Pedal Confusion) – Interventions to prevent and support driver recovery from incidents where the brake and accelerator may be mistakenly applied.
  • Runaway Bus Prevention (Runaway Interlocks) – Integrates interlocks to prevent unintentional bus movements when the driver is not in control.
  • Bus Driver Collision Restraint Systems (Driver Seatbelts) – Implements driver safety belts and ensures the structural integrity of the safety belt anchorages and seats.
  • Integrated Bus CCTV Systems (Passenger CCTV) – Defines effective HMI standards for bus interior CCTV systems to enable effective boarding and alighting checks.
  • Alcohol Ignition Interlock Devices (Alcolocks) – Prevents buses from starting should alcohol be detected and integrates with existing drug and alcohol testing protocols.
  • High Back Passenger Seats (Enhanced Seating Design) – Introduces high back seats that provide greater comfort and improved passenger protection during collisions or sudden stops.
  • Electric Bus Fire Hazards (E-Bus Fires) – Identifies and mitigates the fire and explosion hazards associated with Lithium-ion batteries on electric buses.
  • Inclusive Bus Driver Cab Designs (Driver-Centric Cabs) – Redesigning the driver cabs to better meet the diverse functional and aspirational needs of all drivers.

Safer bus vehicle specifications set clear functional design and performance standards to reduce the risks and severity of collisions and can be implemented via bus route contracting processes. TRL’s work for TfL on the BSS set out and implemented evidence-based bus vehicle specifications, which UK and global bus manufacturers now meet with their latest generation of buses. Future retrofit schemes for older bus stock and specifications for new buses can be tailored to the needs of different transport authorities based on our learnings from these experiences.

Design Inclusive Bus Driver Working Environments

Working with Women in Bus and Coach (WiBC) and TfL, TRL are developing guidance to improve inclusivity in the design of the bus driver working environment. Encouraging Safer Bus Operational Speeds

Safer operational speeds involve setting and enforcing speed limits that reduce the likelihood and severity of bus collisions, while also creating an operational culture to discourage behaviours that result in riskier driving practices. TRL are able to advise on safe speed limits, the implementation of Intelligent Speed Assistance (ISA) technologies that integrate with local speed limit maps and GNSS and bus driver training programmes based on telematics data feedback, while also ensuring contractual and timetabling demands do not result in increased speeding by late bus services.

Implementing safer roads infrastructure for buses involves designing, treating and maintaining roads, junctions and roadside infrastructure to minimise conflicts with other road users. As the UK’s iRAP Centre of Excellence, TRL’s accredited road safety auditors have developed bus-specific assessments that evaluate the business case for implementing features such as segregated bus lanes, clearer signage, safer pedestrian crossings and bridge strike mitigations, among others.

Improve the Quality of Bus Stops, Shelters and Terminals

Safe and accessible bus interchanges can be designed to reduce risks (both actual and perceived) for bus passengers, cyclists, pedestrians and other road users. Working with Campaign for Better Transport (CBT) and CIHT, TRL is developing a ‘quality bus stop’ standard that sets out evidence-based design advice for implementing improvements such as better lighting, clear sightlines, safe boarding areas, improved information provision and well-managed pedestrian flow.

Manage Driver Fatigue and Welfare

Effective management of bus driver fatigue and welfare is critical to the safe operation of buses. TRL supported TfL trial the fitment of fatigue detection technology (FDT) on c.400 buses with the implementation of best-practice fatigue management processes for three operators. Operational improvements include embedding no-blame FDT event monitoring/response processes, driver mentoring programmes, rostering optimisation, driver training and diet/sleep health initiatives.

Benefits: Reduces the risks and costs associated with fatigue-related bus safety incidents on your network via evidenced reductions in fatigue events, while proactive fatigue/welfare management systems will enhance your staff retention and reduce long-term occupational health costs.
