TRL Software’s iROADS Wins Global Climate Resilience Award for Transforming Road Management in the Indian Southern State of Kerala

TRL Software’s innovative iROADS asset management platform has been awarded the 2025 IRF Global Road Achievement Award for Climate Resilience and Adaptation, recognising its pivotal role in strengthening Kerala’s road infrastructure against climate challenges. The prestigious accolade was announced at a ceremony (30th June) hosted by the International Road Federation (IRF) in Athens, Greece.

The award celebrates TRL Software’s successful delivery of a web-based Road Maintenance Management System (RMMS) for the Kerala Public Works Department (PWD) as part of the Kerala State Transport Project Phase II (KSTP-II), supported by the World Bank. The system supports climate-resilient road planning, efficient budgeting, and evidence-based decision-making, setting a benchmark for digital infrastructure transformation in developing regions.

Kerala is a high-performing state in southern India, with a population of approximately 35 million. The state manages an extensive road network of 332,000 kilometres, almost double India’s national paved road density average, connecting remote villages, coastal towns, and vital tourism hubs.

However, Kerala’s road network has been increasingly vulnerable to extreme climate events. In one monsoon season alone, the state experienced over 4,700 landslides, exposing significant weaknesses in resilience planning and infrastructure preparedness. Road maintenance lacked climate data integration, budget allocation was not optimised, and road users had limited mechanisms to report issues, leading to escalating costs and missed priorities.

To address these challenges, TRL Software deployed iROADS, an integrated, cloud-based platform designed for road asset management. The system has revolutionised how Kerala plans, maintains, and future-proofs its transport infrastructure. By integrating geospatial and environmental risk data, iROADS enables climate-resilient planning and smarter prioritisation. Real-time asset condition insights support optimised budgeting and more effective use of maintenance resources. The platform also empowers citizens by providing a direct mechanism for road users to report issues, increasing transparency and responsiveness.

iROADS: A Digital Leap Toward Resilience

The award underlines how iROADS has improved disaster preparedness, advanced data-led infrastructure planning, and contributed to Kerala’s ambition for pothole-free roads.

A version of iROADS, known as P-AMS, is used by National Highways to manage England’s strategic road network. In addition to supporting national infrastructure, iROADS also offers an ideal solution for local authorities looking to manage their road networks more effectively. As a modular system designed to support all aspects of network operation, iROADS has recently been rolled out by TRL Software to deliver a new digital pavement asset management system for Transport Malta, known as TM Roads.
